SAIC is seeking Test & Evaluation Lead in support of NAVWAR’s Naval Operational Architecture (NOA) Program in San Diego, CA. This is a recently awarded contract, funded for five years.

Responsibilities
Develop, document, and execute test plans in support of ONMIS system functionality. Lead test activities across multiple teams (“team of teams”) to support development and operational testing in a lab-based environment. Conduct technical evaluations, record results, and report findings to engineering and program leadership. Collaborate with systems engineers, software developers, and stakeholders to validate requirements and ensure test coverage. Support integration and testing of shipboard networks, Aegis Weapon System interfaces, and related Navy systems. Contribute to System-of-Systems (SoS) architecture assessments and support scenario-based evaluation. Coordinate with customer and PMAT leadership to support test readiness, execution, and reporting. Travel as required for integration events, customer meetings, and test execution.
Qualifications
Required Skills and Experience
Bachelor’s degree in a quantitative field such as engineering or mathematics (e.g., Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems). Technical experience with shipboard networks and the Aegis Weapon System. Strong systems engineering experience with the ability to develop and understand System-of-Systems architectures. Demonstrated ability to lead multiple teams (“team of teams”) through planning and execution of development and operational tests in a lab environment. Ability to work collaboratively in fast-paced, highly technical DoD environments. Ability to safely carry tools, equipment, and materials aboard ship, including ascending and descending shipboard ladders(stairwells) and navigating confined spaces while maintaining required points of contact. Tools and equipment will weigh no more than 50 lbs. Ability to perform required work aboard Navy vessels and in shipboard environments, including navigating narrow passageways, ascending, and descending ladders (stairwells), working on elevated platforms, and operating in variable sea conditions. Ability to perform activities on a reoccurring basis during shipboard operations or testing evolutions. Ability to comply with Navy safety requirements and wear required personal protective equipment (PPE). Ability to operate in a DDIL office environment Reasonable accommodations may be provided to enable qualified individuals to meet these requirements and perform the essential functions of the position.
Preferred Skills And Experience
Experience supporting Navy programs, NAVWAR/NIWC Pacific, or ONMIS-adjacent systems. Experience with test automation tools, data collection platforms, or DevSecOps pipelines. Familiarity with Distributed Maritime Operations (DMO), NOA, or C2/ISR Navy initiatives. Prior experience in system integration labs (SILs), afloat testing, or fleet introduction. Additional technical certifications (e.g., Security+, Network+, AWS, or Systems Engineering credentials) are a plus if required by contract.

No dual citizenship Active top secret clearance is required on first day of employment with the ability to obtain a TS/SCI clearance.
