Position Purpose/Summary
This position is responsible for managing the collection, analysis and dissemination of crime data. Under limited supervision, this position supervises, trains, coordinates, and directs the work flow of the crime analysts. Work involves participating in work groups or committees to provide analytical assistance to meet the objectives of SPD and other law enforcement agencies by contributing intelligence analysis and concepts. This position will be responsible for conducting meetings to exchange information pertaining to criminal activities or daily work unit and personnel issues and procedures in order to maintain effective operations. Reports to the Police Commissioner and supervision is exercised over other employees.
Essential Functions
Oversees crime analysis using real time crime analysis methods and tools to track crime incidents; provides complex statistical reports and identifies crime and forecast trends as it relates to the community at large; performs the more difficult statistical, spatial, analytical work; develops programs, queries, and analyzes data using departmental and external databases to identify patterns and trends. Coordinates Hiring, Scheduling and Training of employees and interns within the department. Creates charts, graphs, maps and spreadsheets based on location, or sequence of criminal operations or activities based on analysis of data or information. Coordinates, prepares, and presents current crime trends and patterns for presentation at City Council meetings, departmental command staff, and other law enforcement agencies and public audiences; and generates and distributes reports on findings to Police Commissioner, Executive Staff, and Investigators. Provides assistance to detectives in case development and resolution by synthesizing or integrating analysis of data or information to discover facts or developing knowledge or interpretations; and performs in accordance with guidelines, procedures, and laws to include the release and dissemination of classified information, release of juvenile information, work on internal investigations, promotional process evaluation, correlation and collection of criminal intelligence information; and the entry of data, reports or records of criminal intelligence information into databases. Creates, prepares, reviews and/or approves various intelligence and administrative documents (e.g., weekly/monthly reports, requisitions, personnel action requests, bulletins, training material, memos, letters, gang identification cards, etc.) to disseminate information and to ensure the required information is accurate and in compliance with the established standards. Participates in work groups or committees to provide analytical assistance to meet the objectives of SPD and other law enforcement agencies by contributing intelligence analysis and concepts. Conducts meetings to exchange information pertaining to criminal activities or daily work unit and personnel issues and procedures in order to maintain effective operations. Attends meetings and serves as a liaison with national, state, regional crime analysis and law enforcement agencies on crime information, trends, and series; and schedules and maintains homicide call back protocol for analysts. Acts as a liaison to various internal and external groups/individuals to provide analytical assistance, collect and/or disseminate intelligence data, and share resource sources. Coordinate Software and Hardware purchases and installation relating to Crime Analysis Manage Account access and overall use of License Plate reader system, Crimeview Dashboard and Media Dashboard within the City and Region. Responds to requests for FOIA related documents and reports. Performs other related duties as required.
Knowledge, Skills, And Abilities
Knowledge of advanced Real Time Crime Analysis operations, services and activities of a Real Time Crime Analysis program. Knowledge of criminal theory and practice, investigating techniques, police department organizational structure, and spatial and qualitative statistical research methods. Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff. Knowledge of Law enforcement and police records processing, computer operations and statistical and graphics software. Pertinent federal, state and local laws, codes and safety regulations. Ability to express oneself clearly and concisely, orally and in writing.
Education And Experience
Bachelor's degree in criminal justice, public administration, statistics, geography, or a related field. At least 7 years of experience in crime analysis work or a closely related field including experience in working with computers and statistical computer applications. Two years lead or supervisory experience. Master’s degree in criminal justice strongly preferred.
