Leadership: Demonstrates leadership and innovation in the development of robust Quality Assurance processes to mitigate risk the Regional Municipality of Wood Buffalo incurs by ensuring the level of service being provided is as prescribed. Establishes team priorities and provides direction in organizational assessment processes, project management, research and data analysis. Takes a proactive approach to provide insights and development that support decision making, program audits and report/documentation/database maintenance necessary to ensure compliance and demonstrate conformity to accreditation standards and measures. Promotes and maintains effective working relationships with internal and external accreditation stakeholders.
Implementation: Lead the implementation of Quality Assurance and internal assessment processes with internal stakeholders leading to the improvement of regulations, directives, and guidelines for all RES disciplines. Lead the implementation of initiatives to increase the value and trust of RES with external stakeholders which will promote and maintain effective working relationships with stakeholders. Liaise with federal, provincial, and municipal officials as necessary.
Benchmarking: Develop and implement benchmarking milestones of the Quality Assurance and internal assessment process. Key performance indicators will be developed to give internal and external stakeholders transparent and inclusive information about the quality of the service RES provides to the residents of the Municipality. Key performance indicators will also be developed for analyzing and directing performance toward higher practice standards. Conducts research and networking within the Municipality and with external stakeholders to develop benchmarking and apply accreditation theory to current and advanced industry standards.
Strategic: Takes a lead role in identifying quality and process risks in the services provided by RES. Supports the Regional Fire Chief and collaborates with RES leadership to ensure alignment with department priorities, strategies and initiatives. Prepares and maintains appropriate reports and files from department data. Demonstrates leadership in the development and implementation of benchmarking milestones in the Quality Assurance and internal assessment process.
Demonstrated ability to develop and implement RES programs, compliance strategies and results-based data analysis. Thorough knowledge of emergency services, including operational and administrative functions, legislation and professional college requirements. Analytical problem solving and knowledge of multiple forms analysis, statistical analysis and reporting. Ability to establish and maintain effective working relationships with managers, employees, leaders and external contacts and interacts in a manner that builds trust, credibility and rapport. Ability to resolve complex problems, provide sound direction and resolve escalated situations effectively. High emotional intelligence including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations. Proven ability to be discreet, keep all information and documentation strictly confidential when required, and respectfully and sensitively resolve issues. Well-developed communications skills are required, including written, verbal, conflict resolution, and interpersonal skills, to build strong internal and external relationships. Demonstrated working knowledge of Information Management Systems (preferably Fire Data Management) and proficiency in the quantitative techniques required for generating and utilizing accreditation-based reports. Familiarity and understanding of accreditation models; preferably The Commission on Fire Accreditation, Accreditation Canada, and International Academies of Emergency Dispatch. Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).
Degree in Public Administration, Business Administration or Emergency Services Administration is required. Designation as an Advanced Care Paramedic or Primary Care Paramedic registered with the Alberta College of Paramedics is considered an asset. An equivalent combination of education and experience may be considered.
Seven (7) years of directly related work experience to include three (3) years of leadership and program management experience is required. Previous Accreditation experience is considered an asset. Experience working in a public-sector environment with unionized and non-unionized employees is considered an asset.
Ability to provide a Criminal Record Check for review and acceptance. A valid Class five (5) Operator’s Licence is required as the incumbent may be required to operate a personal or municipal vehicle for business use.
