Job Purpose
In coordination with the Office Director, this Education Associate contributes to the agency strategy and program development for implementing quality assurance (QA) and monitoring of all Medicaid-reimbursable services performed in all school districts statewide pursuant to contract between South Carolina Department of Education (SCDE) and South Carolina Department of Health and Human Services (SCDHHS). Under limited supervision, this education associate is responsible for Medicaid-related program development, program implementation, program services, program evaluation, program/service training and regulatory projects for regular education children and children with disabilities.
Responsibilities
The person in this position will contribute to the development and implementation of the agency and office strategic plan. Conduct in-depth quality assurance reviews of assigned school districts’ documentation (as established by the office) that support school-based services that have been reimbursed by Medicaid to ensure compliance with the Medicaid’s Local Education Agencies (LEA) policy manual and related policies and regulations. The review must accurately identify deficiencies, areas of needed improvement, and strengths. Prepare and maintain detailed reports of audit findings and communicate audit results and compliance concerns (to the school district and appropriate external parties/stakeholders (e.g., South Carolina Department of Health and Human Services (SCDHHS), providing guidance and clarification on Medicaid audit findings and clear and actionable recommendations.
Process Documentation And Training
Accurately track and analyze audit data to be utilized within internal and external reports. Conduct training sessions (annually, quarterly, and/or as needed) on Medicaid-related programs/services and provide technical support to school districts as needed, helping them to navigate Medicaid Services (MS) applications, the implementation of services, compliance and billing issues, etc. Develop, review, revise, and maintain all MS documents, forms, and training materials annually and as needed, ensuring accuracy and timeliness. Update material on MS webpage as needed.
Continuous Improvement
Review MS processes and procedures at least annually to continuously improve QA reviews and office processes and procedures. Stay abreast of changes in the Medicaid LEA manual and applicable policy, billing and best practices, and school-based rehabilitative service requirements (e.g., policy change control record review, participating in relevant training, attending meetings as required) and communicate changes to school districts as required.
Collaboration And Coordination
Assist school districts with Medicaid related reviews that are conducted by external parties SCDHHS, Center for Medicare and Medicaid Services (CMS), etc.). Crosstrain with colleagues on all programs and services within the office to ensure knowledge sharing and effective teamwork. Perform other duties as assigned by the Director.
This position is located in the Office of Nutrition Programs.
Minimum And Additional Requirements
A bachelor's degree and experience in education, management or business.

Knowledge of the South Carolina Medicaid system and Local Education Agency (LEA) policies. Strong analytic skills related to data analysis, reporting, and tracking. Strong organizational skills, including an ability to manage multiple priorities with competing demands for resources. Commitment to continually building on existing knowledge and skills to be up to date on the latest trends and issues. Strong interpersonal and communication skills and the ability to work effectively with district staff. Ability to foster a cooperative work environment while demonstrating sound judgement and making timely, effective decisions.

The position is in an office environment with frequent travel in-state and occasional overnight stays.
