This position monitors field activities to ensure compliance with approved plans, specifications, and contract requirements. The QA Inspector interprets project documents to resolve issues, tracks milestones and reporting requirements, and reviews contractor pay requests and payrolls to advise the COR. The role evaluates proposed changes, prepares cost estimates, supports negotiations, and assists with contract documentation. The QA Inspector also reviews contractor submittals—including work, safety, and quality control plans—to ensure regulatory compliance. Essential Duties & Responsibilities The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned. Reviews project activities and monitors progress in the field. Interprets plans, specifications, and statements of work in order to resolve any unanticipated problems during project execution and provides advice on problem resolution. Tracking contractual milestones and reporting requirements to ensure project conformance. Reviews and offers advice to the COR on contractor pay requests and payrolls. Assist the COR with determining if project changes are required and warranted, preparing cost estimates, assist in negotiations with the contractor, and preparing contract documentation for approval. Review contractor submittals including, but not limited to, project notes, work plans, quality control and test plans, progress submittals, and closure reports and prepare review comments to ensure compliance with contract and regulatory requirements. Reviews contractor Health and Safety Plans and/or Accident Prevention Plans and provide comments to ensure compliance with approved Safety Program. Reviews contractor Quality Control Plan and provide comments to ensure compliance with approved Quality Control Program. Reviews proposed changes and revisions to project submittals and provide comments. Requires knowledge of or the ability to utilize government systems.
Minimum Qualifications
- To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.
- Specific knowledge of civil engineering principles, related to design, construction, and management of vertical and horizontal projects and including operations, safety, quality control, scheduling and costs.
- Experience providing regulatory support and knowledge of local, state, and federal regulatory requirements associated with construction, and remediation projects.
- Ability to communicate, monitor, and coordinate multiple regulatory requirements and milestones with the customer and other stakeholders.
- Experienced working knowledge of civil and environmental engineering concepts, principles, and practices.
- Ability to manage multiple projects at the same time.
- Ability to manage project team resources, consisting of QA managers, safety personnel, and contractors.
- Ability to review and provide comments on contractor submittals including work plans, quality control & testing plans, health and safety plans, project schedule, warranty, and operations and maintenance manuals for compliance with contractual requirements.
- Ability to deal diplomatically with competing agendas is a necessity.
- Ability to establish and maintain effective working relationships.
- Skill in oral and written communication.
- Knowledge and ability to use a computer with Microsoft Word and the ability, upon instruction, to use a computer with government specific software.
Additional Qualifying Factors
- As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness.
- Working Conditions
- Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
