Who are we looking for?
We’re looking for a highly skilled Senior Test & Commissioning Engineer who brings both technical depth and practical experience across complex railway systems. You’ll be someone who thrives on solving problems in a live operational environment, ensuring new or upgraded assets are tested safely, thoroughly, and to the highest standard. We’re seeking a collaborative team player who can confidently lead commissioning activities, guide junior engineers, and work closely with project teams and suppliers to keep programmes on track. Above all, you’ll have a strong safety mindset, excellent attention to detail, and the ability to make sound decisions in fast‑moving situations.
About The Role (External)
About the team.
The Signalling Engineering & Innovation team provide expertise in signal engineering, development of signalling standards, product and technology innovation support, and assurance of signal works testing activities across Network Rail infrastructure to improve safety, performance, increase reliability and deliver efficiencies within Network Rail and across the rail industry.
The Signal Works Testing Assurance team lead the review and acceptance of all test planning documentation and approve the appointment of the Tester in Charge for nominated projects. They provide specialist technical support including the development of test specifications for new and novel products and input into working groups for key industry standards including the Signal Works Testing Handbook. They lead and support signalling pre-commissioning readiness reviews to manage and reduce the risks associated with signalling pre-commissioning testing activities on Projects and verify readiness for commissioning by ensuring that an appropriate level of assurance is undertaken at key points in advance of commissioning.
What does the average day look like?
An average day in this role involves leading the assurance of testing and commissioning activities across complex, multi‑disciplinary projects, making sure plans, strategies and staging arrangements are robust and safe before any work goes live. You’ll work closely with project teams, contractors and testers in charge, reviewing competence, agreeing commissioning readiness, and ensuring any deferrals are understood, risk‑assessed and effectively managed. Much of your day will include providing expert technical guidance, carrying out site inspections, and escalating concerns where standards aren’t being met. You’ll also play a key part in incident investigations and national discussions, helping to share best practice, resolve emerging issues and maintain the highest levels of safety and consistency across the railway.
Essential Criteria
Educated to degree level or equivalent in a technical or engineering discipline or able to demonstrate equivalent competence. Incorporated Engineer (IEng), hold IRSE licence category 7.8.110C Engineering Manager (Testing & Commissioning), or capable of achieving within 2 years. Extensive knowledge of signalling equipment, systems and processes. An in-depth technical knowledge of Signalling Design and Testing & Commissioning procedures and standards. An in-depth knowledge of Health and Safety legislation and Engineering Safety Management processes. Good written and oral skills, including experience of stakeholder management.
Desirable Criteria
Chartered Engineer (CEng). Membership of a relevant professional body or institution e.g. The Institution of Railway Signal Engineers (IRSE) or the Institution of Engineering & Technology (IET). Formal qualification in principles testing and/or testing management. Previous experience in a related role. Knowledge of, and previous experience of testing of, the European Train Control System (ETCS).
