Torch Technologies is seeking an Integrated Test & Simulation Program Manager to manage a diverse team of Torch and subcontractor personnel to modernize and continuously develop the Missile Defense Agency’s (MDA) Objective Simulation Framework (OSF) with the goal of improving the effectiveness of the Missile Defense System (MDS) through Flight and Ground Tests. The Program Manager will oversee a wide range of mission-critical activities for hardware-in-the-loop and digital modeling and simulation (M&S). This includes requirements management, test-case development, hardware-cyber, integration, mission management, operations and analysis of the modeling & simulation framework. The ideal candidate will demonstrate exceptional leadership and interpersonal skills, effectively aligning personnel, priorities, and deliverables to meet customer objectives and contract requirements. As a Program Manager your duties will include the following, but are not limited to: Act as the primary technical and programmatic interface with government PMs, chief engineers, and test authorities, routinely briefing program status, risks, and mitigation strategies. Understand and communicate financial and technical progress and performance of the team to the U.S. Army Combat Capabilities Development Command Aviation and Missile Command (AvMC) Software, Simulation, Systems Engineering and Integration Directorate (S3I) and MDA customers through briefings, meetings, reports, and routine program updates. Determine and identify program resourcing needs and coordinate staffing actions, including roster additions and reductions, in accordance with contract requirements and performance objectives. Develop and maintain a working understanding of the OSF and broader M&S framework, including the technical roadmap, and translate future needs into a modernization of the support effort. Manage technical CDRL planning, coordination, quality control, and on-time delivery; conduct internal review workflows and acceptance criteria. Maintain program workflow (IPTs, action tracking, decision logs, risk/issue management) and ensure timely escalation/resolution of blockers. Oversee subcontractor coordination and ensure all contributors remain aligned to customer priorities and delivery schedules. Serves as Torch Division Manager responsible for a team of about 80 employee owners. Provides supervision, guidance, and management support to directorate managers and their teams enabling high quality support to their customers. Qualifications: U.S. Citizenship Bachelor’s degree in engineering or scientific discipline from an accredited program. 10+ years of project management experience with at least 3 years working in the defense sector. Active Secret security clearance. Eligible to obtain a Top-Secret security clearance. Experience with modeling and simulation concepts, tools, or methodologies in support of system analysis, design, testing, or operational assessment. Desired Qualifications: Experience working with the Missile Defense Agency and an understanding of their mission and organization. Experience leading complex, highly technical projects or programs in an engineering, scientific, or defense-related environment. Master’s Degree. Project Management Professional (PMP) Certification. Agile Certifications Active Top-Secret clearance.
