Testing Specialist (UAT / QA) – Government Health Systems

Baltimore, MD (Hybrid)

CCI is seeking a Testing Specialist to support a major state-level health insurance marketplace system. This role is part of a highly regulated government IT environment and requires strong hands-on experience in User Acceptance Testing (UAT), web application testing, and quality assurance for complex, public-facing systems. Key Responsibilities

As a Testing Specialist, you will be responsible for end-to-end testing activities, including but not limited to

Perform software validation and testing, including

• User Acceptance Testing (UAT)
• Manual testing
• Integration testing
• Regression testing
• Interface and downstream function testing
• Translate verbal and written business requirements and functional specifications into effective test cases and test scenarios
• Design, prepare, and manage test data for complex testing scenarios
• Execute test cases, document results, and track outcomes
• Identify, document, and manage defects using tools such as JIRA, and collaborate with developers to drive resolution
• Prepare and maintain test documentation, including test plans, test calendars, and execution reports
• Perform API testing using tools such as ReadyAPI or similar

Conduct performance testing, including

• Performance modeling
• Establishing baselines
• Load and stress testing
• System monitoring and profiling
• Use performance testing tools such as JMeter, Gatling, BlazeMeter, or equivalent
• Conduct peer reviews of test plans, test cases, and execution results
• Support and participate in UAT cycles with business and technical stakeholders
• Collaborate across cross-functional teams to validate requirements and resolve issues

Flexibility is mandatory: Candidates must be willing to work on-site or off-site, including evenings, weekends, holidays, or off-hours as required by project needs.

Mandatory Qualifications (Non-Negotiable)

Candidates must meet all of the following minimum requirements

• Minimum 4 years of experience performing User Acceptance Testing (UAT) for complex, public-facing systems
• Minimum 2 years of experience testing web applications
• Hands-on experience using defect tracking/management tools such as JIRA
