Bechtel is providing a wide variety project and contract management services, crossing all disciplines, to customers in Western Australia to support exciting capital works programmes, including in aviation, defence and energy infrastructure. Job Summary
As Testing & Commissioning Manager you will report to the Completions and Assurance Manager and you will be responsible for providing testing and commissioning and handover oversight to the various delivery teams to ensure that all the required activities and deliverables are complete, documentation compiled and turned over as well as providing coordination with the Assets and Operations teams and other stakeholders.
Major Responsibilities
Ensures early planning and execution for testing and commissioning activities from contractors. Ensure that testing and commissioning completions requirements are set, tracked, and well understood by the contractors to allow on-time transition into handover and ORAT. Ensures that correct testing and commissioning requirements are identified up front and placed into contractor requirements and contracts. Ensure contractors adhere to their contract obligations. Review, provide input, monitor progress and provide oversight of the contractors testing and commissioning management plan, and completion and handover management plan. Actively ensure contractors are complying with safety requirements and encourage contractors to perform their work in a safe manner through proper planning and adherence to site requirements. Monitor progress relative to the schedule and report status of T&C activities through to the Construction and Logistics Manager. Ensure that commissioning documentation flows in a progressive and manageable way from the contractors to the end-user for review and acceptance, including delivery system acceptance test report production, system operation and maintenance (O&M) manuals, and O&M training documentation. Develops reporting material using the various tools available (PowerBI dashboard, BIM models, construction documentation, construction programs, etc.) to provide program-wide management level reporting of testing and commissioning status. Work closely with the Integration Manager to provides interface coordination and input for interfacing tests and ensures that these are planned early resulting in smooth systems integration, and that division of responsibility for tests are clearly understood. Ensure that the Contractor testing and commissioning technical programs are capable of delivering to the project requirements and flagging risk areas that need to be addressed. Manages complex organisational interactions that evolve from the participation of several functional teams or from customer-established relationships.
Education And Experience Requirements
Requires a bachelor’s degree in engineering, construction management or related field with 10-13 years progressive infrastructure experience or 14-17 years of relevant work experience.
Required Knowledge And Skills
Skill in working and communicating effectively, both orally and in writing, with other project functional groups. Proven ability to build strong relationships with customers and team members. Demonstrated experience in project commissioning and completion processes and procedures for major infrastructure or aviation projects. Technical knowledge of related construction systems, applications of engineering and construction and commissioning methods and materials for major Infrastructure projects. Experience working with and managing contracts. Proficient knowledge of project commissioning and completion processes and procedures. Computer literate in MS Office and database applications as well as BIM environments required.
