Position Summary & Responsibilities
The Testing Manager (K0235355) within Department of Health Care Finance will m anage the work assignments of the Unit to focus on User Acceptance Testing, User Acceptance Regression Testing, and End to End Testing. Coordinate with implementation and operations teams for all DHCF systems requiring testing due to updates, new functionality or new components to understand the release content, timelines, and testing requirements. Create and manage work plans for testing activities that support system release plans. Create staff resource plans to support the testing activities and the timing in which they need to be accomplished. Establish productivity targets for the staff and measure performance against those targets. Oversee the creation of job aids for testing associates and ensure they are trained to use the various testing tools. Testing associates are also to be cross trained to support testing needs across systems. Track the progress and reassign resources or adjust the testing scope depending on the status of the testing results and analysis of the primary driving factors of the project. Manage the breadth and scope of testing based on complexity of the functionality and degree of change. Create a standard testing practice for the team that can be adjusted based on the type of project (agile versus waterfall) and preferred vendor tools.
Position Summary
Direct the planning and/or coordination of testing activities. Work in close collaboration with the external contractors responsible for the External Quality Review of testing activities to ensure all identified gaps are addressed. Ensure all DHCF testing tasks are accounted for in the project plan and reported on in project status for each system. A repository of test scripts executed for each testing effort should be kept, along with all relevant execution results from each testing cycle. Status reporting providing information on scheduled dates, expected effort and progress to date, along with any issues and risks, should be produced for each testing cycle. Review testing and management reports from vendors to inform the agency's leadership and external agencies on the status of the testing and quality of the system work overall. Conduct high level analysis and assessments to define information technology risks pertaining to the delivery of valid system testing results. Focus is on the successful completion of relevant testing tasks prior to implementation of system enhancements and/or modifications. Oversee the creation and maintenance of tools for tracking the outcome of the test cases and defects; report the status, decision and changes to the testing plan; Escalate to the Agency's leadership issues that cannot be resolved at a lower level or may surface at a higher level; communicate in a timely manner information, problems and status reports to the Leadership. Coordinate and oversee testing reporting requirements from each contractor involved in the projects to ensure accurate and comprehensive information is included in Status reports.
Perform other duties as assigned including serving as a member of the KDHE Disaster Response Team as needed to assure the agency's public and environmental health response is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.
Responsible for reading and implementing the KDHE 2023-2026 Strategic Plan. Reviewing the Core Values, Priority Areas, Impact Statement and assisting to complete the Strategic Plan Summary and assure Goals are met.

Qualifications
Education
- High School, GED
Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Minimum Qualifications: Two years of experience in system testing and testing methodology and/or implementation/deployment of a program.
