Full Description
We are seeking a highly experienced Senior Business Analyst / QA Lead to support the analysis, design, quality assurance, and delivery of complex enterprise systems. This role requires deep expertise in requirements elicitation, Agile user story development, quality assurance, and stakeholder engagement, particularly for licensing or regulatory systems. The ideal candidate operates with minimal supervision, provides strategic guidance across projects, and serves as a bridge between business users, technical teams, vendors, and leadership. Key Responsibilities Gather, analyze, and document business requirements, processes, and system needs to improve or automate existing applications Translate business requirements into well-defined user stories, acceptance criteria, and non-functional requirements Analyze program policies and procedures to determine impacts on automated systems and functional areas Lead and participate in Agile ceremonies, including refinement, sprint planning, and backlog grooming Perform quality assurance reviews of user stories and deliverables to ensure completeness and testability Develop, review, and execute test cases, including manual and mobile application testing Provide QA consultation and oversight for projects, special initiatives, and system enhancements Assist with preparation and review of complex project documentation such as project charters, plans, test strategies, and risk management artifacts Identify opportunities for business process improvement through automation and support proposal development for new systems Troubleshoot application issues, perform root-cause analysis, and recommend solutions Plan, develop, and deliver training materials and conduct training sessions for internal and external users Gather and validate requirements directly with end users and stakeholders, incorporating feedback into system designs Support scope management, change requests, acceptance, deployment, and post-implementation activities Maintain business relationships with vendors, review invoices, and support technology renewals Ensure compliance with organizational policies and procedures Perform other related duties as assigned Required Skills & Qualifications 8+ years of experience performing senior-level business analysis in enterprise environments
8+ years of experience working in Agile environments, including
- User story creation
- Leading refinement and sprint planning sessions
- Participation in all Agile ceremonies
- 8+ years of experience using tools such as Azure DevOps, Jira, or similar
- Proven ability to work with minimal supervision and exercise independent judgment
- Experience coordinating analysis of program policies and procedures and assessing system impacts
- Experience collaborating with vendors and external contractors to deliver system enhancements
- Strong background in quality assurance, including test case development, execution, and validation
- Experience reviewing complex project artifacts and providing actionable feedback
- Experience developing training curricula and delivering formal system training
- Strong communication skills with the ability to engage technical teams, business users, and leadership
- Preferred Qualifications
- Prior experience supporting licensing or regulatory systems
- Experience working with state or public-sector environments
- Familiarity with the full license lifecycle, including application intake, approval, renewal, and management
