Job title: Senior Business Analyst

Location: Austin Texas

Type: Contract – Onsite

Rate: $60/hr on W2

Key Responsibilities Consult on the analysis of applications, troubleshoot system problems, and recommend and implement effective solutions. Provide quality assurance consultation and oversight for projects, assignments, and special initiatives. Perform senior-level business analysis work, including eliciting, documenting, and validating business and system requirements. Create detailed user stories and acceptance criteria and perform manual testing to ensure system functionality and compliance. Coordinate the analysis of program policies and procedures to determine their impact on automated systems and functional areas. Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment activities. Participate in and lead Agile ceremonies, including refinement sessions and sprint planning. Coordinate with outside vendors and contractors, define and assign work, and evaluate deliverables and performance. Maintain assigned vendor relationships, seek best value for new and renewing technologies, and review and approve monthly and annual invoices. Develop training curricula and conduct formal training sessions for assigned system modules. Review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, providing feedback and recommendations. Ensure compliance with all Texas Department of Agriculture (TDA) policies and procedures. Perform other duties as assigned.

Required Experience

• (8) years of experience working with Agile methodologies, including user story creation, participation in all Agile ceremonies, and leading refinement and sprint planning sessions.
• (8) years of experience using Azure DevOps, Jira, or similar application lifecycle management tools.
• (8) years of experience performing highly complex, senior-level business analysis work.
• (8) years of experience working under limited supervision with considerable latitude for initiative and independent judgment.
• (8) years of experience coordinating the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
• (8) years of experience coordinating with outside vendors and contractors to complete projects and service requests, including defining, assigning, and evaluating their work.
• (8) years of experience identifying opportunities to improve business processes through automation and preparing proposals to develop new systems.
• (8) years of experience consulting on application analysis, troubleshooting system problems, and implementing solutions.
• (8) years of experience providing complex quality assurance consultation or oversight for projects, assignments, or special initiatives.
• (8) years of experience reviewing complex project deliverables such as charters, design documentation, test plans, and risk assessment plans and providing feedback to document owners.
• (8) years of experience developing training curricula and conducting formal training sessions covering assigned system modules.
• (8) years of experience developing and reviewing test cases and processing change requests.
