Position Function Summary
Under the direction of the COO, the Director of Human Resources plans, directs, and coordinates all aspects of Human Resources, including employee relations, employee compensation, classification, recruitment, retention, organizational development, benefits, employee performance, strategic planning and development consistent with effective Human Resources practice, legal compliance with federal, state and local laws and regulations, and the La Familia Medical Center (LFMC) Board of Directors’ vision to become the employer of choice in New Mexico.
Essential Responsibilities
Provides leadership, consultation, strategic assessments, guidance, technical expertise, advice and recommendations to employees and management regarding HR policies, procedures, grievances and performance development plans. Develops and implements recruitment, selection and retention strategies and programs for optimal staffing of health centers and administrative offices; Oversee and maintains the confidential electronic and hard manual legal personnel files for all employees and ensures accurate personnel transactions such as hires, promotions, transfers, performance reviews, terminations and other status changes; Oversees the processing of all personnel transactions, and the release of personnel information to only authorized internal or external sources; Develop, deliver and maintain onboarding of staff, including New Hire Orientation and the separation of all staff; Develops, reviews, interprets, and revises personnel policies, procedures and forms for staff and management use, in accordance with federal and state legislation; Oversees the maintenance of confidential health records for all staff; ensures that required immunizations, are up to date and coordinates the administration of the Flu and COVID-19 vaccines to all staff. Annually reviews employee benefit programs for cost effectiveness and oversees the administration of the employee health, dental, vision, life insurance, short-term disability, pension, and other ancillary plans that includes coordination of multiple Brokers; Leads employees to meet LFMC’s performance and continuous quality improvement expectations. With the assistance of Human Resources as necessary, provides effective performance feedback through recognition and corrective or disciplinary action. Oversees employee duties and work schedules, including staff leave and department specific training needs. Responds promptly to performance issues. When applicable, assesses and documents staff competencies and addresses deficiencies through appropriate training. Collects and evaluates the accident documentation prepared by supervisors and prepares reports for the worker's compensation insurance carrier; prepares summary reports for internal and state use; Reviews all position classification and compensation requests to maintain equity and the integrity of the system. Reviews Positions Classification and Compensation Plan annually and recommends recommendations and revisions as required; Conducts periodic wage and salary surveys within labor market to determine competitive wage rates and recommend changes to the compensation plan; Prepares the Human Resources budget including employee recognition; Trains managers and supervisors to prepare employee disciplinary notices and related documentation Conducts exit interviews to determine reasons behind separations;
Represents the organization at HR hearings and investigations: unemployment, workers’ compensation, equal employment opportunity and affirmative action (EEO/AA), human rights, wage and hour, etc.; and oversees the maintenance of employee’s records for governmental reporting. Conducts investigations pertaining to sexual harassment and other misconduct of employees and working with General counsel on recommended outcomes to include improvements to the organizational structure, possible disciplinary action and/or training. Provides and maintains relevant employee information to Payroll Specialist, Payroll Specialist to ensure the timely processing of employee payroll and the accuracy of payroll information; Provides guidance management and employees on proper timekeeping of staff; Provides training resources for managers and supervisors to resolve employee conflicts and disputes to increase productivity, retention and employee satisfaction; Develops and presents education and training seminars and workshops to increase employees’ knowledge and skills; Provides staff support to the COO, CEO and General Counsel on issues regarding employment; prepares documentation for federal, state, and local agencies. Acts as the liaison to employee benefits and risk management agencies; Ensures accuracy of data input and retrieval by coordinating with LFMC’s Management Information System Manager in the preparation of human resources reports to LFMC’s CEO, Management Team, Board of Directors, and various funding sources; Represents LFMC by attending various health care and community meetings when appropriate and/or assigned by the COO, CEO, Dental Director or Medical Director.
Education, Experience And Skills/Training
A bachelor's degree in human resource operations, business management, public administration from and accredited college or university and eight (8) years of professional level HR Generalist experience. Some healthcare experience is preferred. Any combination of combination of education from and accredited college or university and/or direct HR experience totaling twelve (12) years may substitute for the required education and experience. CPR certification required. Fluent in English, Spanish preferred
