We are looking for a QM Functional Test Lead to support the Child Support System Modernization project under the DSS-BITS division. This role will report directly to the DSS-BITS QM Manager and function under the guidance of the CCSES BITS Project Director. The consultant will be responsible for planning, leading, and executing quality management (QM) and testing efforts throughout the modernization lifecycle. The ideal candidate will have hands-on experience leading test teams, managing test cycles, and ensuring alignment with state-defined standards and quality assurance practices.

Responsibilities Develop and implement test strategies, plans, and schedules aligned with CCSES modernization goals. Lead testing activities, assign scope, and ensure timely delivery of all testing milestones. Design, review, and approve test cases, scripts, and test data within the Quality Management framework. Oversee execution of functional, regression, integration, and user acceptance testing (UAT). Track and manage risks, issues, and escalations, documenting resolutions and mitigations in Jira or other state-specified tools. Develop and maintain testing standards, progress metrics, and success criteria for all stakeholders. Collaborate closely with vendor teams, state IT staff, and partner agencies to coordinate testing and validation activities. Identify risks early, propose mitigation strategies, and continuously refine test processes for efficiency and accuracy. Perform additional duties as the modernization project evolves through future phases.
Qualifications Minimum 7 years of experience in software testing and quality management for enterprise-level systems. Minimum 3 years of experience leading functional and QA testing teams on modernization or large-scale government IT projects. Strong experience with Jira, Confluence, or similar test management and issue tracking tools. Proven ability to develop detailed test plans, test scripts, and test data strategies for complex integration environments. Experience in functional, regression, and UAT testing cycles. Working knowledge of Agile and Waterfall methodologies within state or public sector projects. Excellent communication, coordination, and stakeholder management skills.
